Instruction of placing of indent for computer papers


            It is noticed that all the PMs / SPMs are placing indent for computer papers, A4 xerox papers, Gummed label, barcodes and other forms throughout the month more than twice in a month. It is also understood that many of the SPMs have contacted over phone and intimated that the computer stationery is completely exhausted and reports / eMOs could not be taken print. In most of the Offices the head of the office does not know the stock position of computer paper and how long it can be used and what is his monthly requirement. This is not correct. The SPM should not wait till the  last paper is used and he may place indent atleast one week before to this office.

            It resulted in closing of multiple numbers of bags to same office on various occasion in a month and it consumes lot of man power. To overcome this issue, the following guidelines are issued to all the head of the office.

    1.    The indent should be placed only once in a month for all the required items and the 2nd indent in the same month will not be entertained. (Except in emergency need for reasons)
    2.    The month for which the current indent placed and date of previous indent should be noted compulsorily. 
    3.    The indent should be placed only through the head of the office in the prescribed proforma ( a copy is enclosed ) and not through APM. 

   4.    The indent may be placed to this office e-mail id (spo_namakkal@rediffmail.com) from the authorized mail id of the head of the office.
   5.    Once the supply is made for a particular dated indent it will be treated as closed.
   6.    For all types of barcode, (Speed post, RL, EPP, foreign RL) and eMO forms indent should be placed to SP, PSD, Coimbatore.
   7.    The acknowledged invoice and the polypropylene bags should be returned to this office by next post.
    8.    Next supply will be made only on receipt of the previous invoice with empty bag.

Agent Commission on Savings Schemes


The payment of commission to agents of Public Provident Fund (PPF) Scheme and Senior Citizens Savings Scheme has been discontinued, with effect from 1st December, 2011. Commission under all other schemes (except MPKBY Agents) has been reduced from 1% to 0.5%. However, commission to Mahila Pradhan Kshetriya Bachat Yojana (MPKBY) agents will continue at the existing rate of 4%.

The Committee set up by the Government for comprehensive review of National Small Savings Fund (NSSF) had, inter-alia, recommended rationalization of commission rate structure. Based on the recommendations, the Government has decided to reduce/ abolish the agency commission, the main, intention for which is to make these schemes more investor centric than agent centric. Market linked rates to investors, market linked interest rates on loans to States and Centre and viability of NSSF can only be ensured if the administrative cost of NSSF, of which this commission is a part, is brought down and the benefit of market alignment of rates is passed on to the investor rather than burdening the structure with higher administrative costs. To this effect, the decision of Government is pro investor and also keeps in mind the interest of agents where required.

Rail fare concession to sicke cell/aplastic aneamia patients


As announced by the Minister of Railways in the Railway Budget Speech for 2012-13, the Ministry of Railways has decided to grant concession in train fares to patients suffering’ from Sickle Cell Anaemia/Aplastic Anaemia, when travelling for treatment/periodical check-up to the Government recognised hospitals, and return after treatment/periodical check-up. The element of concession will be 50 per cent in the basic fares of Sleeper, AC Chair Car, AC 3-tier and AC 2-tier classes.
The concession will not be admissible in Rajdhani/Shatabdi/Jan Shatabdi/Duronto/Garib Rath trains. The decision will come into effect on tickets issued from June 1, 2012.
The concession will be admissible in basic Mail/Express fares only and not in other charges, like reservation fee, superfast surcharge, Development Surcharge, etc., which shall be recovered in full as per existing rules. Concession will be granted directly by Station Masters on production of the certificate in prescribed form issued by Officer-in-Charge of the Government recognized Hospital where the patient is being treated.
Concession will be admissible without any Minimum distance limit, subject to the distance restrictions otherwise applicable in individual Mail/Express trains.

New system for booking LPG Cylinder by SMS/IVRS


Booking for a LPG Cylinder Refill and getting it delivered in time is getting easier.  With a view to provide better services to the customers and to reduce the scope for irregularities, Public Sector Oil Marketing Companies, OMCs namely, Indian Oil Corporation Limited (IOC), Bharat Petroleum Corporation Limited (BPCL) and Hindustan Petroleum Corporation Limited (HPCL) have introduced the facility of refill booking through Short Messaging Service (SMS) and Interactive Voice Response System (IVRS) in 18 States. These States are, Andhra Pradesh, Bihar, Delhi, Goa, Gujarat, Haryana, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Odisha, Punjab, Rajasthan, Tamil Nadu, Uttar Pradesh, West Bengal, Puducherry and UT of Chandigarh, covering, 2965 LPG distributorships and about 4.36 crore LPG customers. Giving this information in a written reply in the Lok Sabha today, the Minister of State for Petroleum and Natural Gas Shri R.P.N. Singh stated that under this system, there is a facility for confirmation of the refill booking and the time of the booking to the customers along with information on the likely date when the refill would be supplied.
Further, he added, OMCs have planned to expand the facility further in remaining areas with objective to cover 63 lakh customers through 490 LPG distributorships.The Minister also informed that in most of the cities, more than 80% of the customers are using the system successfully whereas, it is more than 90% in some cities. No specific survey on customer satisfaction on this initiative has been undertaken so far, he added.
Shri Singh stressed that the OMCs have prescribed a norm to their LPG distributors to effect the delivery of the refill LPG cylinder ordinarily within two working ways of the booking. However, due to factors such as product supply constraints, strikes, road breaches, floods, unplanned shutdown, natural calamities along with huge growth of demand, it has been seen that the distributors take some more time to deliver the refill LPG cylinder. He underlined that whenever OMCs receive complaints on deliberate delay in refill supplies, these are investigated. If the complaint is established, action is taken against the erring LPG distributor in accordance with the provisions of the Marketing Discipline Guidelines (MDG).
How to book using IVRS:
How many Language Option?
IVR system has option for three language 1)Local Langauge, 2)English, 3) Hindi.
You can choose your option by pressing 1 , 2 or 3.
How the system Identify the Distributor ?
After selecting the language option , System will ask the Customer to enter the telephone no of Distributor with STD code. For example if land line number of the Distributor is 24334466 then dial 03324334466 for Kolkata or 04424334466 for Chennai.
How the system Identify the customer?
Once Distributor is identified correctly ( if not identified IVR system will give message accordingly ) then System will prompt to customer to enter the Consumer number. Customer should dial the numeric part of the customer number ( eg. If the customer number is 12345, then dial 12345 and if customer number is A12345, then also dial 12345 ). If you are not aware of correct Consumer Number please refer your Last Refill Cash Memo or Contact Distributor.I VR system will prompt the user regarding the prefix or suffix alphabets and take the input accordingly. ( eg if there are customer numbers 12345, A12345 and B12345 with the same Distribtuor, then the system will prompt the customer to dial 1 for 12345, dial 2 for A12345 and dial 3 for B12345 ).
How to book Refill ?
After Distributor and Customer number are identified properly, then the system will ask for the option of refill booking and for other services. Pl note the options Press 1 for Refill booking, Press 2 for Complaint, Press 3 for Enquiry of last booking . Once option for refill booking is given refill booking will be taken and booking reference number will be prompted and SMS will be sent to your mobile number.
Indian Oil launches the newly enhanced Automated Unified System (AUS) of refill booking for the Indane customers of Major cities from 5th March 2011 onwards. This multimodal system, designed to make refill booking faster, simpler and more efficient, enables you to book your refills round the clock through SMS and IVRS

Half Yearly physical verification of bags in stock for first half year of 2012


The Half yearly physical verification of bags in stock and in transit with mails both canvas blue air mail and polypropylene bags in circulation within circle for the first half  year 2012 will be done on   27.04.2012  in all administrative and operative offices. Number of bags kept with old records, stationery etc including the bags preserved for investigation cases in Administrative office should be included. This occasion should be utilized to flush out he bags utilized to keep old records and articles of stationery, bags preserved in connection with investigation/inquiry of SB cases, and the dead stock if any at branch offices. The report in the proforma below should be submitted to DO on or before 04.05.2012

OFFICE MEMORANDUM

Sub: Central Government Employees Group Insurance Scheme-1980 – Tables of Benefits     for the savings fund for the period from 01.01.2012 to 31.12.2012.

The undersigned is dirccted to refer to this Ministry’s O.M. No.7(I)/EV/2010 dated 31st January, 2011 forwarding therewith Tables of Benefits under CGEGIS for the year 2011. New Tables of Benefits for the savings fund of the Scheme based on a subscription of Rs.10 per month from 1.1.1982 to 31.12.1989 and Rs.15 per month w.e.f. 1.1.1990 onwards have been prepared for the year 2012 and a copy of the table is enclosed. Another Table of Benefits for the savings fund based on a subscription of Rs.10 per month for those employees who had opted out of the revised rates of subscription w.e.f. 1.1.1990 have also been drawn up for the year 2012 and a copy of that table is also enclosed. The amounts in the Tables have been worked out on the basis of interest @ 10 per annum(compounded quarterly) for the period from 1.1.1982 to 31.12.1982, 11% per annum(compoundcd quarterly) w.e.f. 1.1.1983 to 31.12.1986, 12% per annum(compounded quarterly) w.e.f. 1.1.1987 to 31.12.2000, 11% per annum (compounded quarterly) w.e.f. 1.1.2001 to 31.12.2001, 9.5% per annum(compounded quarterly) w.e.f. 1.I.2002 to 31.12.2002, 9.0% per annum(compoundcd quarterly) w.e.f.1.1.2003 to 31.12.2003. 8% per annum (compounded quarterly) w.e.f. 1.1.2004 to 30.11.2011 and 8.6% per annum (compounded quarterly) w.e.f. 1.12.2011 onwards. The mortality rate under the Scheme has been taken as 3.75 per thousand per annum up to 31.12.1987 and 3.60 per thousand per annum thereafter in both the cases. While calculating the amount it has beenassumed that the subscription has been recovered or will be recovered from the salary of the month in which a member ceases to be in service failing which it should be deducted from accumulated amounts payable.

Examination for selection of Development Officer, PLI


           As per the instructions contained in RO letter No.REP/50028/12 dated 29.03.2012 in accordance with the orders contained in C.O letter No.REP/20-3/2010 dated 26.03.2012, examination for selection of Development Officer, Postal life insurance is to be held on 23.06.2012(Saturday)

2.  In accordance with orders contained in para-3 of the Directorate’s letter No.101-7/82-SPB dated. 3.8.1984 communicated in C.O office letter No. STA/3-26/79 dated 27.08.1984 read with Directorate’s letter No.35-5/87-LI(pt) dated 16.08.2005 communicated in ML no. STA/3-29/2005 dated 05.09.2005 on the subject and as per rules for selection of Development Officers, Postal Life Insurance, it is proposed to fill up vacancies against 1/3 rd quota as per the Prescribed syllabus on the  basis of a competitive Examination to be held on 23.06.2012.

3. The number of vacancies under 1/3 rd quota in Tamil Nadu Circle: UR-1 

4.  Postal Assistant of Circle office/Regional offices/Postal Division and Sorting Assistants of RMS Divisions having 5 years of service who are eligible to appear for IPO/IRM Examination will be eligible for this examination. There shall be no upper age limit for appointment as DO PLI. There shall be a test on PLI rules and regulations. The pay and allowances of the official if appointed as DO PLI shall not be re-fixed/revised. They shall draw their pay & allowances as due with future increments as applicable.

5.  The syllabus for the aforesaid test to select the eligible official will consist of the following rules and regulations:-
      a. Post office Insurance Fund-Rules relating to Postal Life insurance and
          Endowment Assurances.
      b. P&T Manual Vol-VI-Part-III and Chapter 9-A(Pages-2-12)
      c. Chapter 2,3,7,8,9 of PLI Manual for Circle Office

        7. There will be 60 marks in the written test conducted in accordance with the          
aforesaid syllabus. A minimum of 24 marks must be secured by the official to qualify for being called for the interview. 40 marks will be allotted for the interview and 20 marks must be obtained by an official to qualify for selection as Development officer (PLI).

8. The select list will be drawn on the basis of aggregate marks obtained by the candidate who qualify in the written test and interview and the vacancies in the cadre of Development Officer (PLI) will be filled from amongst the officials on the basis of the select list in order of merit.
  
9. The interview as mentioned in the preceding paras will be conducted by the Selection Committee as prescribed for selection of Development Officer (PLI).

10. The continued appointment of an eligible candidate to the post of D.O PLI will be subject to his securing as adequate amount of PLI business. A watch shall be dept on the work of each DO PLI from month to month and a review of his work will be made every quarter with reference to the standards of output prescribed form time to time. If the quantum of new business secured by the DO PLI is consistently below the prescribed minimum, the question of transferring/reverting him to his original post will be considered by the Appointing authority and necessary orders issued on the merits of each case.

11. Subject to the condition mentioned above, a D.O. PLI shall not be allowed to hold the post for more than a period of 5(five) years continuously at a time. An official who has worked for five years as a Development officer shall not allowed to hold such posts within the next five years. The period of term shall not be extended in any case other than the official who secured prizes for two continuous years(for getting an effective business as prescribed by the Department form time to time) provided such official do not reach the age of superannuation of promotion to higher grade as the case may be. In respect of such officers extension up to a period of one year may be given by the Head of Postal Circle at their discretion. All other cases for extension will be referred to Directorate for decision. The tenure of the Development Officer may begin/end at the beginning /close of financial year as far as possible.. If any existing Development Officer is to complete his tenure before the end of September, his tenure may be terminated by the proceeding March so that a fresh tenure appointment may be made effective from April. An exception however, may be made at the discretion of the Head of the Circle, if a particular incumbent’s performance has been extra-ordinarily good in which case he may be allowed to continue till the end of next March. If a Development officer is to complete a tenure after September, he may be allowed to remain Development Officer till next March.

12. The examination will be conducted at the following Centres.
     1. Chennai, 2. Coimbatore, 3. Madurai, 4. Tiruchirappalli- There will be change in the centre in the event of adequate number of candidates appearing in any centre is not available.

13. This multiple letter should be circulated among the eligible staff including those who are on leave/deputation/training etc. under proper accquitance.

14.  The eligible candidates who desire to appear for the examination will submit their applications duly filled in to the Divisional Office on or before 27.04.2012. application form may be obtained from this office on request. 15.  The application should be accompanied by a declaration given by the official that he/she is willing to work anywhere in Circle if he/she is selected as DEVELOPMENT OFFICER(PLI)’WITH HEADQUARTERS IN ANY ONE OF THE DIVISION IN TAMILNADU POSTAL CIRCLE.

16. Application received after the due date will be rejected.
