            Kindly refer to the above, wherein all the PMs / SPMs have been instructed to collect the enumeration of ordinary mails figures of their office and the offices under them and to send the enumeration report to the concerned HO on or before 23.02.2013.

            All the SPMs are hereby instructed to despatch the enumeration report properly to the concerned HOs on or before 23.02.13. The Postmasters of Namakkal and Tiruchengodu in turn should compile the figures received from SOs and should submit the enumeration report in the prescribed proforma as noted below to this office.

            The Postmaster should send the consolidated report (annexure A (3 reports) and annexure B) to this office on or before 22.02.13 and before sending the reports the same be got verified with the corresponding results of previous year and the total has struck correctly without any omissions.

Sub:   Holding of Limited Departmental Competitive Examination for filling up of the posts of   
           Postmen / Mail Guard for the vacancies of the year 2012 as per revised recruitment rules - Exam to be held on 14.04.2013 – reg

        The Postman / Mail guard Examination for the vacancies for the year 2012 will be held on 14.04.2013 in accordance with the orders contained in Chief PMG, TN Circle, Chennai letter No. REP/5-1/Exam/2013 dated 12.02.2013 and PMG, WR, Coimbatore letter No. REP/22011/2/12 dated 14.02.2013 and as per the instructions issued on the subject from time to time.

2. Conduct of exam:

a) In respect of Postman Cadre, the exam will be conducted as per Postmen /Mail Guard (Amendment) Recruitment Rules 2012, communicated by Directorate vide letter No. 44-14/2009-SPB-I dated 12.07.2012.
i. 50% on the basis of Limited Departmental Examination by promotion from amongst MTS.
ii. 50% by Direct Recruitment on the basis of Competitive Exam limited to GDS.
Note: All eligible MTS/GDS may be permitted to appear for the examination even though there is no vacancy in the Division.
b) In respect of Mail Guard Cadre, the exam will be conducted as per Postmen/ Mail Guard Recruitment Rules, 2010, communicated by Directorate vide letter No .44-14/2009-SPB-I dated 28.01.2011,
        i. 25% on the basis of Limited Departmental exam by promotion from amongst MTS of the recruiting division.
        ii. 25% by direct recruitment on the basis of competitive examination limited to GDS of the recruiting division.
        NOTE: Examination will not be held in the Divisions/Units if there is no vacancy under 25% MTS quota and 25% GDS quota, for recruitment in respect of Mailguard.

3. Vacancies for holding the exam:
        The Examination for filling up the posts of Postman/ Mail Guard will be conducted for the vacancies of the years 2012. The vacancies in Postman/ Mail Guard cadre for conducting the exam, for the years 2012 will be notified later, separately.

4. Eligibility Criteria:
        The following categories are eligible to take up the Postmen/Mailguard examination.

a)    MTS
i)   MTS who have put in three years of regular service in the grade including the service if any put in erstwhile Group ‘D’ on regular basis as on 01-01-2012.
b)    GDS
i)   GDS who have worked for at least five years in that capacity as on 01-01-2012.

ii)    Age limit shall be 50 years as on 01-01-2012 (relaxable by 3 years for OBC and 5 years for SC/ST)
NOTE: Age concession for OBC/SC/ST candidates is applicable against respective reserved quota of vacancies.

5. Pattern & Syllabus for the examination:
        In accordance with the instructions contained in Directorate letter No. 45-14(ii)/2012-SPB-I dated 31.07.2012, the revised pattern and syllabus for the examination is furnished below:
           
        I. Candidates shall be subjected to an Aptitude Test of the level of 10th class/matriculation covering the following subjects/topics:

Total Marks-100
Part ‘A’ – 25: 25 questions on General knowledge, Reasoning and Analytical Ability- Multiple choice questions
Part ‘B’ - 25: 25 questions of Mathematics- Multiple choice questions

Part ‘C’ - 50 – (Two segments)
(i)  25 marks- English language- Objective Type/ Multiple choice questions
(ii)  25 marks- Regional language*- Objective Type/ Multiple choice questions

* The candidates shall prefer any one of the Regional Language (Tamil or Telugu or Kannada or Malayalam) in Part C (ii).

II. DURATION OF EXAMINATION: 90 minutes
           
III. QUALIFYING MARKS:

a.  Parts A and B - Minimum 10 marks for OC, 8 marks for SC/ST and 9 marks  for OBC* candidates in each part.
b.  Parts C (Two segments) - Minimum 10 marks for OC, 8 marks for SC/ST and 9 marks for OBC* candidates in each segment.
c.  40% marks for OC, 33 marks for SC/ST and 37 marks for OBC* candidates in aggregate.

* Not applicable for filling up posts by Limited Departmental Competitive Examination as there is no reservation for OBC employees while filling up posts by promotion.

6. Venue of Examination:
        The examination will held at all Regional Head Quarters of the Circle i.e. Chennai, Trichy, Madurai, Coimbatore and if need be in other Centres, with the approval of the competent authority.

7. Examination Fee:
        The applicants have to pay an examination fee of Rs.5/- whether they are from MTS/GDS including APS personnel and should enclose the UCR receipt along with the application. All female candidates and candidates belonging to Scheduled Caste/Scheduled Tribe/Physically Handicapped categories are exempted from payment of fee.

8. Photos:     
        The applicant should enclose two passport size photos.
·   One photo should be affixed on the application duly attested by the Sub Appointing authorities.
·   One photo should be stapled along with the application form. Name and designation of the GDS should be mentioned in the backside of this photo.

9. Schedule for the Examination:
           
The last date for submission of applications by the candidates to the sub appointing authorities concerned is 01.03.2013. They will scrutinize the applications submitted by the candidates with reference to Name, Date of entry in to service, Date of Birth, category, eligibility criteria etc. with reference to the relevant Recruitment Rules and service records concerned and forward them to Divisional Office with due recommendations or otherwise on or before 05.03.2013. The application format is also enclosed. Applications received directly at this office will not be entertained and will be rejected.

10. Important:
·   The time schedule given above and the eligibility conditions should be adhered to strictly and applications received after the last date should not be entertained.
·   All the applications received by the Sub Appointing Authorities should invariably be impressed with the date stamp of their office on the date of their receipt. Applications without date stamp will be rejected and the candidates will not be allowed to appear for the examination.
·   Copy of community certificate with due attestation of the Sub Appointing Authorities should be forwarded along with the application form, in respect of the candidates who belong to OBC/SC/ST categories.
·   The veracity of the information furnished by the candidates in the application form should be verified by the Divisional heads and all the applications should be signed by the Sub Appointing Authorities with remarks “verified and found correct”


11. The notification should be circulated among all concerned including those who are all on leave and on deputation etc without fail. The SPMs will send a copy of this notification to all their BOs duly invoiced in BO slip for information of BO staff. Any complaint received in connection with non-circulation of this notification will be viewed very seriously and stern action will be taken on the officials found at fault

                     Examination’2013 – issue of instructions –reg

          As you are aware that the Public Examination for Higher Secondary / SSLC are going to be commenced from 01.03.2013. All the answer scripts will be despatched by insured parcel as usual. In this regard the following instructions are issued for strict adherence till the completion of public examinations.

ð All the SPMs / PMs should make sure that the electronic weighing scale for booking insured parcels are functioning properly.

ð Sound canvas bags should be used for closing of examination paper parcel bags.

ð The head of the office should co-operate with the Centre supervisor properly and do not refuse / divert them to book in other post offices.

ð Even if the parcels are brought to the office after the hours of business but before the despatch, the head of the office should arrange to book the insured parcels.

ð While despatch the mails to the concerned, one MTS / GDSPKR of the office should escort the mail bags upto the next transfer point i.e., bus stand / HO / RMS point and properly hand over the mail bags to the responsible person.

ð Both the mail clerk and APM (D), in turn after collecting all the mail bags from the concerned Sub Offices should escort all the mail bags and to hand over the mail bags to the RMS point.

ð The sub divisional heads are instructed to make surprise visit to Namakkal and Tiruchengodu bus stand on all the days and ensure that the instructions issued are followed properly by all concerned.

As the matter is sensitive and in order to avoid compliant, all are instructed to take more care at all the stages and co-operate in this matter.

'Merger of 50% of DA and DR with basic pay' - Finance Ministry not agreed to the Demand


  The below explanation was presented by the Minister of State for Finance Shri.Namo Narain Meena to the questions regarding merger of DA / DR with basic pay of Central Government employees and Pensioners in the Parliament on 14.12.2012.
Q: Whether various Associations/ Organisations of Central Government employees demanded merger of 50 per cent Dearness Allowance into the basic pay of Central Government employees and pensioners and the recommendation of the Sixth Central Pay Commission in this regard and action taken by the Government thereto?

Reply:Yes, A number of representations have been received from Associations/Organizations of Central Government Employees/Pensioners and individuals demanding merger of 50% of Dearness AHowance/ Dearness Relief with basic pay/pension respectively. The demand has been considered by the Government and not agreed to since the 6th Central Pay Commission has not recommended as such. 
The 6th Central Pay Commission did not recommend merger of dearness allowance with Basic Pay at any stage. Government accepted this recommendation vide Government of India Resolution dated 29.08.2008.
